Positive approach to communicating bad news

Suppressing the bad news- the reasoning was structured in a way that the first impression the reader got was not the bad news. It was put in a way the reader related more to the company position than seeing their request was denied. Forward-looking closing- the conclusion was set to show the reader that the company did not just deny their request but there were looking for other alternative actions to solve the problem. Your input regarding the communication technique used will be appreciated.
