Suppressing the bad news- the reasoning was structured in a way that the first impression the reader got was not the bad news. It was put in a way the reader related more to the company position than seeing their request was denied. Forward-looking closing- the conclusion was set to show the reader that the company did not just deny their request but there were looking for other alternative actions to solve the problem.
